The UN Special Rapporteur on human rights and counter-terrorism on Monday urged [press release] Chilean authorities to refrain from applying anti-terrorism legislation that directly impacts the Mapuche indigenous peoples. Special Rapporteur Ben Emmerson made his first official visit to Chile, finding that "the anti-terrorism legislation has been disproportionately and unfairly applied against Mapuche defendants, and has been implemented without a coherent policy for distinguishing those cases that meet the threshold test for an act of terrorism and those that do not." Referring to Chile's 1984 anti-terrorism law [text, in Spanish], Emmerson addressed the impact that the law has on indigenous land protests. His statement stressed the need for an end to impunity for the crimes committed during violent land protests, adding that the victims of such violence should also have their rights adequately protected. In 2009, Chilean Subsecretary of the Interior Patricio Rosende announced that Chile would use the 1984 anti-terrorism law to prosecute indigenous Mapuches [JURIST report] for attacks allegedly committed in the southern region of Araucania. The Chilean government declared that it would apply the measure to criminals regardless of their ethnicity, and that only a minority of Mapuches were responsible for the attacks in an attempt to disturb negotiations over Mapuche demands. The government has been widely criticized by human rights organizations, including Human Rights Watch and the UN Human Rights Council [reports], which maintain that the anti-terrorism law unfairly singles out Mapuches, who are Chile's largest minority, accounting for an estimated 4 to 6 percent of the country's population. The law dates from the Pinochet regime and abrogates due process rights for the accused, including a longer wait before arraignment and access to a lawyer once charged. The law also allows the imposition of sanctions up to three times what is established by the Chilean Criminal Code, and considers that acts perpetrated with the general intent of causing fear in the general population or imposing demands upon authorities have a terrorist intent.

Thousands of U.S. military veterans exposed to chemical weapons such as mustard gas and lewisite as part of the military’s secret weapons testing programs may be entitled to updated information from the government about the health hazards they may face, but a federal judge ruled on Wednesday that veterans won’t be able to receive government-funded health care from providers outside the Department of Veterans Affairs system. In Oakland, Calif., Chief U.S. District Judge Claudia Wilken ruled this week that although the VA is struggling to keep up with all of the physical and mental issues facing veterans today, the government is immune from lawsuits that would require it to pay private medical bills. The veterans “have not shown that the care is inadequate or that they are unable to address any inadequacies through the (VA) system,” Wilken said. Eugene Illovsky is a lawyer for the plaintiffs, which included Vietnam Veterans of America, Swords to Plowshares, other organizations and individual veterans. He said, “The VA system is a rationed system,” and that “we’re going to try to keep fighting on the issue as best we can.” It is not yet known whether the groups will appeal Wilken’s ruling. The U.S. first began testing the potential health effects of chemical weapons on soldiers during World War I. The program expanded during World War II to include more than 60,000 veterans. However, the Defense Department and VA have long refused to share the findings.During the Cold War, the testing expanded to include psychiatric drugs such as LSD, in addition to chemical and biological substances. The Pentagon says it stopped testing chemical weapons on live subjects in 1975 and that all participants consented to the program, but government officials have acknowledged in recent years that they did not provide full information to the subjects about the chemicals or their possible effects. Illovsky applauded Wilken’s ruling that “the Army has an ongoing duty … to provide test subjects with newly acquired information that may affect their well-being.” Exposure to many “contaminants of concern” can cause serious medical conditions such as cancer and may result in death. In a post for Veterans Today from 2010, veteran Robert O’Dowd, who served in the 1st, 3rd and 4th Marine Aircraft wings during the 1960s and slept in a radium-226-contaminated workspace, wrote that many veterans wanted information about contaminants because they want to “connect the dots of serious illness” and share the findings with their medical care provider. Dowd also took issue with the military’s claims that the veterans voluntarily participated in the chemical programs. “No one in their right mind would voluntarily live and work on a Superfund site,” he wrote. “For the most part, veterans are not provided the choice of military assignments.”

Detroit Is Bankrupt, But Receives Less Federal Government Aid Than Colombia
Detroit may be bankrupt, but more federal aid dollars are set to go to the country of Colombia than to America's 18th-largest city next year, according to a report from Bloomberg News.
Bloomberg reports that the South American nation will receive almost $323 million through President Barack Obama's new proposal to fight drug trafficking and violence. A State Department memo cited by the report says three-quarters of the money will be used to maintain "peace and security" in Colombia.Conversely, Detroit, which filed for bankruptcy almost two weeks ago with at least $18 billion in long-term debt, will receive just $108.2 million in funds from the U.S. government in 2014, according to Bloomberg. Some $33 million of that total award is funded by a Community Block Grant distributed each year to urban cities and counties.Detroit's murder rate is nearly twice as high as Colombia's, increasing 10 percent in 2012 to 53 murders for every 100,000 residents -- second only to New Orleans among U.S. cities. Despite that sobering fact, the Detroit Police Department is currently eligible to receive just $2 million in funds next year from the feds.Colombia isn't the only country set to receive more aid under Obama's 2014 foreign assistance budget than Detroit, according to ForeignAssistance.gov, a website created by the U.S. Department of State. Leading the way in aid received is Afghanistan, which will get almost $2.2 billion in foreign aid. Other countries receiving more federal assistance than Detroit in 2014 include Egypt ($1.5 billion), South Africa ($445 million), the Democratic Republic of Congo ($235 million), Mexico ($205 million), the Philippines ($187 million) and Indonesia ($182 million).

Left in the hands of a bankruptcy judge, pensions promised to more than 21,000 city government retirees face cuts, along with health care for current and retired workers, active worker pensions and payments owed to bondholders.Robert Johnson, president of the Institute for New Economic Thinking and a former chief economist of the U.S. Senate Banking Committee, cited the gap between aid for Colombia and Detroit on a call with reporters Wednesday to argue that Washington must change the way it funds and helps urban areas like Detroit."Obviously many people are demoralized in the United States now because they see that we don't help our cities, because that's not a systemic risk," he said.Also on the call Wednesday was Nobel Prize-winning Economist Joseph Stiglitz, a professor at Columbia University in New York, who pointed to suburbanization and instability as destroyers of Detroit's finances. He said the lowered quality of services, public safety and education available to Americans in cities creates a fragmentation that wields "a gross effect on our society."Our approach has been: let everybody fend for themselves," Stiglitz said of the federal government's unwillingness to fix urban problems. "The consequence of that is just a huge waste of human and fiscal resources that would have been far better [used] to try to preserve the assets that are in Detroit ... better than basically [letting] the city decay as jobs decrease by more than 50 percent."A federal bailout of Detroit would be unusual, but by no means the first -- New York City was bailed out under President Gerald Ford in 1975 to the tune of $2.3 billion (or $9.9 billion in today's dollars). Of course, more recently, federal bailouts have become more common for corporations than for cities. Domestic automakers General Motors and Chrysler received $80 billion in loans from the federal government beginning in 2008."We do help our auto companies -- some of which are headquartered in Detroit -- which have plants in Mexico and China and all around the world," Johnson said. But while some analysts credit the bailout of Chrysler and GM for saving 1 million jobs, many of those benefits didn't trickle down to Detroiters. "What works out to the benefit of General Motors or Chrysler does not work out to the benefit of these communities," Johnson said.Facing down a recession, the federal government also invested over $700 billion in troubled banks and financial companies through The Troubled Asset Relief Program (TARP), more commonly known as the Wall Street bailout.Johnson said the sort of financial protection and help that has been extended to Wall Street, foreign nations like Colombia, and other multinational companies should also be available to ordinary Americans."The real question is, once again," he said, "who is in and who is out of the kind of guarantees and assurance that our society provides."

As 57-year-old Fatima battles for life at the Sher-e-Kashmir Institute of Medical Sciences in Jammu and Kashmir, a vast area in the State is seething in a whirl of Indian forces aggression. Fatima was struck on the head with the butt of a gun by a policeman during a clash between residents of Dadina and Babagh villages on Tuesday.“A clash was going on half-a-mile away across our village. Fatima and I were among a group of 50 women at the safest point on the main road. Suddenly, we spotted a police convoy cavalcade. We felt secure as we thought they were coming to our rescue. We got up to seek their support but they jumped out and began shouting and abusing us. As we sensed their aggression, we [fled] in panic. They fired shells and chased us like beasts. A tall policeman struck Fatima’s head forcefully with the butt of his gun. She [collapsed instantly],” said Fatima’s namesake cousin, narrating the events to Superintendent of Police Mohammad Irshad. Many of the women and some male eyewitnesses identified a former Station House Officer of Budgam and a head constable from a neighbouring village as the men who went on a rampage. “Even after their brutal attack on the women, they raided our villages, smashed doors and windows and ransacked houses selectively,” said Syed Nasir. He demanded that an attempt-to-murder case be filed against the police officials identified by eyewitnesses. Among half-a-dozen women being treated for injuries and fractures is 30-year-old Nusrat. She struggles to give an account, her arm and chin fractured: “Four policemen pounced on the two of us. They broke our bones with their AK-47 rifles and kicked us down the height.” Nusrat could not speak further. Her neighbour Ayina added: “Even after she and her mother took shelter in a bathroom, policemen rammed slammed their door with stones. We perceived their intension and raised a hue and cry till they withdrew and began vandalising other houses”. “Fatima is already dead. Government just wants Friday to pass,” said an official.

Both absolutely and proportionately, Israelis use a far greater amount of the region’s total water resources. Settlers use nearly 600 litres of water each day. Palestinian water use does not even meet the minimum daily standard of 100 litres as recommended by the World Health Organisation.
VIOLATIONS OF PALESTINIANS’ RIGHT TO WATER

While Israelis and settlers get continuous water supply from Mekorot all year-round at subsidized prices, Palestinians face these situations:
• Irregular water supply across the West Bank, particularly in the water-scarce summer months.
• Depleted/contaminated/salinated water in Gaza because of over-extraction of the Coastal Aquifer – due in part to the fact that Palestinians are not allowed to develop or repair water infrastructure.
• Water distribution network losses of 30 –50% because of deteriorating networks and leaky pipes in dire need of repair.
• No piped water at all for 215,000 Palestinians in 150 West Bank villages (26% of West Bank households).
• Many Palestinians must buy water – either from Mekorot, or from private suppliers selling expensive and unregulated trucked water. Even within the oPt, Mekorot’s prices are different for Palestinians and Israeli settlers.
SINCE THE SECOND INTIFADA: IN THE NAME OF “SECURITY”
• Destruction of water infrastructure. The Israeli army have bulldozed pipelines and destroyed at least 15 wells in the West Bank and Gaza since September 2000 – eliminating the largest water source for many Palestinian villages and towns. Between March and May of 2002 alone, the World Bank, UNDP and USAID estimate that damage to West Bank water supply and sewerage infrastructure by the Israeli military reached US$7 million.
• Limited access to trucked water. Israel’s policy of ‘closure’ severely limits access to water carriers in a context where more than a third of all Palestinians rely on buying water from private or municipal tankers for their water needs.
• Increased price of water. Water tankers delayed at checkpoints raise their prices by almost 80% because of the increased transportation time due to closure. With 70-90% of the workforce unemployed, Palestinians spend as much as 39% of their household expenditure on purchasing water.
• Ban on drilling wells. In October 2002, Israeli infrastructure minister Effi Eitam banned Palestinians from drilling for water and placed a freeze on the issue of future permits for wells.
• Separation from water sources. In June of 2002, the Israeli government authorized a plan to build a ‘security wall’ – more accurately referred to as a ‘Separation Wall’ or ‘Apartheid Wall’ – with electric fences, trenches and security patrols along the entire 220 mile length of the West Bank. However, the Wall is not being built along the ‘Green Line’ (the de facto pre-1967 border between Israel and the West Bank) – but rather inside the West Bank.
The Wall separates thousands of Palestinians from their land and water sources. In the first phase of the wall, several agriculture-dependent villages in the northern West Bank will lose access to 30 groundwater wells.
• Increase in water-borne diseases: Recent surveys have found infection rates from waterrelated diseases as high as 64% in certain communities in the West Bank. A recent study shows that over a quarter of rural households in the West Bank has a member suffering from diarrhoea; over half of these households had not had adequate bathing water for over two weeks
POLLUTION OF PALESTINIAN WATER SOURCES BY ISRAEL
• Israeli settlements in the West Bank and Gaza are mostly located on hilltops and dump manure, untreated sewage and wastewater into the valleys – polluting Palestinian water sources and agricultural land. According to 1997 figures from the West Bank, settlers were 6 times more polluting that Palestinians (300,000 settlers produced 30 mcm of wastewater a year, while in the same period, 1,870,000 Palestinians produced 31 mcm of wastewater).
• Highly polluting Israeli industries are being relocated to the West Bank (again, on hilltops) to avoid Israeli environmental regulations. At least 200 industries in 7 industrial zones in the West Bank send untreated industrial effluents and wastewater into Palestinian streams and agricultural land.
• In February 2001, Israel discharged 3.5 million cubic meters of untreated wastewater mixed with rainwater into northern Gaza strip towns.

With regard to a sectarian conflict, Ghanem said, "The Syrian rebellion is not Sunnis versus Alawites. The opposition includes Alawites, Christians and Syrians of all backgrounds. Similarly, Assad is supported by a number of Sunnis, who benefited from his rule. The longer the war continues, however, the more likely that it will turn the sectarianism that Assad is fomenting to take hold. The U.S. has provided humanitarian support, but the humanitarian catastrophe is symptomatic of a much larger problem that can only be resolved with assertive American leadership." TORONTO - The federal government is thwarting compensation attempts from students at a former Indian residential school who say they were victims of horrific child abuse, including some jolted in an electric chair, advocates say. They accuse the government of hiding thousands of pages of documentary evidence — much of it from a criminal investigation of St. Anne's in northern Ontario — that might support their claims. "The federal government is turning its head and doing everything it can to keep the abuse from being uncovered," said Fay Brunning, an Ottawa-based lawyer who acts for some of the claimants. "(One client) said it feels the same as the past, when the Catholic church was pretending there was no abuse." Even within a system that has proven a dark stain on Canadian history, St. Anne's residential school in Fort Albany was particularly ugly. From 1904 to 1976, hundreds of aboriginal children from remote James Bay communities were sent to St. Anne's, one of 140 church-run residential schools in Canada set up to "civilize" First Nations. Ontario Provincial Police Det. Const. Greg Delguidice led a five-year investigation in the 1990s of abuse at the school. According to a statement Delguidice gave this year as part of ongoing civil proceedings, students complained they had been whipped, kicked and beaten. Boys and girls said they were raped or otherwise sexually abused. Children said they were made to eat their own vomit. The investigation resulted in criminal charges against seven men and women. Five were convicted for offences such as assault causing bodily harm, indecent assault and administering a noxious substance. His investigation also turned up evidence of an electric chair made by a supervisor, he said. Victims said they were made to sit on the metal-framed chair with its plywood seat and wires leading to a black box. A supervisor would crank a handle, jolting the bodies. "The small boys used to have their legs flying in front of them," said Edmund Metatawabin, 65, who said he was twice put in the chair as a seven-year-old in the mid-1950s. "The sight of a child being electrocuted and their legs waving in front of them was a funny sight for the missionaries and they'd all be laughing." The girls would be strapped to the chair and jolted for punishment, Metatawabin said in an interview Thursday from Timmins, Ont. "The cranking of the machine would be longer and harder," he said. "Now, you're being inflicted with real pain. Some of them passed out." Metatawabin denounced the federal government for withholding evidence the victims themselves presented. In 2007, to settle a class-action suit, the government set up the "independent assessment process" to adjudicate individual claims and compensate victims ofCanada's residential school system. To date, about $2 billion has been paid to more than 21,300 victims across Canada, with more than 16,400 claims still in process. The lawyer for residents of St. Anne's accused the government of wilfully depriving about 100 students of evidence that would corroborate their claims. "There are no recorded cases granting compensation to anyone for having been electrocuted in this chair at St. Anne's," said Brunning, adding electro shocks amount to torture. New Democrat MP Charlie Angus, who has written Aboriginal Affairs Minister Bernard Valcourt to complain, said government lawyers seem to be opposing any compensation for those who say they were subjected to electric shock. Janet Brooks, the head of the government's legal team, did not respond to a request for information. However, the government, which has not acknowledged an electric chair was used, maintains it cannot release the documentation related to the criminal investigation for privacy reasons. Andrea Richer, a spokeswoman for Valcourt, said the government takes Angus's complaints seriously. "Addressing abuse such as this is one of the reasons that the (assessment) process was set up," Richer said. "We will continue to ensure that the department is fulfilling its obligations." So much ammunition, in fact, that it surpasses even what the military uses on a yearly basis in the mid east theaters of war. ● All of these arms and ammunition are being transported within the borders of the United States by third-party truck drivers contracted by the Department of Homeland Security, and some of these drivers are reportedly foreign born originating from countries like Russia and Poland. ● In a recent radio interview on World News with Dave Vose, a caller relays a shocking story from a FEMA insider that is apparently well known within the FEMA/DHS transportation community, and it has some U.S. drivers spooked. ● According to the report, truckers have been hauling large volumes of weapons-related supplies, some of which have been carried by Russian and Polish drivers, to destinations like military bases and DHS supply depots all over the country. Saudi Arabia is recruiting Yemenite mercenaries and sending them to help opposition forces fighting to unseat Syrian President Bashar al-Assad.
Western intelligence sources say the operation is being organized by the Kingdom’s general intelligence service, headed by the former Saudi ambassador to the United States, Prince Bandar bin-Sultan.The Paris-based Intelligence on Line reports that in its latest internet posting.According to the story, hundreds of Yemenite migrant workers (in Saudi Arabia), whose visas have expired, are being offered military training and pay in order to help out the rebels in the Free Syrian Army. They are also being promised that upon their return from Syria, they will be allowed to work in Saudi Arabia once again.Their training is being provided by army and intelligence officers of the Pakistani intelligence service, SIS, which is known to have good ties with Saudi intelligence. The operation is being coordinated with the CIA, and American intelligence officers are also involved in training members of the Free Syrian Army in camps in Jordan.The Yemenite mercenaries are crossing into Syria from Turkey, whose intelligence services are also privy to the clandestine operation. The recruitment of the Yemenites is intended to provide a counterweight to the assistance that the Syrian regime is getting from Iran, Shiite militias in Iraq, and Lebanese Hezbollah fighters.Saudi Arabia is the leading provider of aid to the opposition in Syria, sending weapons and money. While Saudi authorities are comfortable with religious Muslim fighters, the Saudis — like the Americans and their partners — are trying not to strengthen extremists who were sent or financed by al-Qaeda.

Mossad’s Pardo Visits UAE
If I were an Iranian intelligence official I’d be following very closely the travel schedule of Tamir Pardo, Israel’s Mossad chief. Last month, he visited his Turkish counterpart. Four weeks later, Israeli bombers flew from a Turkish airbase to attack the Syrian government weapons depot at Latakia, where they destroyed advanced Russian Yakhont anti-ship missiles.Two Israeli TV news reports affirm that Pardo recently visited the United Arab Emirates. UAE is one of the bastions of the anti-Iran resistance among the Gulf states. I revealed a few weeks ago that the Israeli budget contains a secret allocation for establishing a military-intelligence coordination facility in the UAE. It would place Israeli agents and analysts in the Gulf so they can devise aggressive operations against Iran, together with their Arab peers from the Gulf states, Saudi Arabia, etc. The strategy Pardo adopted during his visit to Turkey and the attack on Latakia is very similar to the one devised for the Israel-UAE mission. Israel sent a clear signal to Assad with the attack that Israel and Turkey were united against him, despite whatever other differences they may have. This was meant to have a sort of psy-ops impact on the Syrian dictator. Similarly, the new anti-Iran alliance Israel is organizing is meant to increase the former’s isolation and deal it a psychological blow, in addition to any tangible acts of sabotage or overt attack it may organize. Interestingly, UAE is the very same place where Pardo’s predecessor orchestrated the assassination of Mahmoud al Mabouh, who was Hamas’ leading arms dealer with Iran. Dubai made a point of loudly declaring Bibi Netanyahu and Meir Dagan to be criminals and added them to the Interpol red list. But Pardo appears to have emerged unscathed as he was on leave from intelligence service at the time. All this proves that alliances and allegiances are quite malleable in the Middle East. Someone who is your enemy one day is your ally the next. In this region, there appears to be no such thing as values, only interests. And the latter evolve constantly. This may explain why so much of the region, including Israel is in the mess it is.
Israeli Intelligence Assets Aid African Dictators 
Africa has for decades been a playground for Israel: both in the literal sense as a spot for Israelis to play in the sun (Kenya, Sharm el-Sheikh); and in the figurative sense regarding Israeli diplomats and spies who’ve woven their webs of intrigue there. In the days of Ben Gurion, he saw Africa as a weight to counter the hostile influence of the Arab world. That’s why Israeli development and aid projects were so intensively pursued in the 1950s and 60s. Later, Israel made common cause with apartheid era South Africa in developing its nuclear weapons program. Israel also readily supplied arms to some of the worst insurgent movements in places like Angola on behalf of the Reagan administration and as a spoiler for Cuba in its intervention. Today, Israeli billionaires like Lev Leviev and Dan Gertler work hand in glove with military regimes and corrupt politicians in Congo, Angola and elsewhere to pry blood diamonds from African soil, which glitter on the necks and bosoms of the 1% in fashion capitals throughout the world. They reinforce the wealth and power of blood-sucking tyrants and the continuing degradation of the poor peasants who share none of this wealth. Israel’s retrograde influence in southern Africa continues to this day. Retired Israeli intelligence officers are plying their trade in countries like Zimbabwe, where they offer the ruling party their expertise in running elections. They collect data, register voters, maintain voter rolls, conduct the elections and count the votes–all for a substantial fee of course. On their websites they can boast about their role in furthering the budding of African democracy. But in reality, they’re working hand in glove with the dictator, Robert Mugabe. This becomes timely in light of that country’s election today which an Israeli company stands ready to help Mugabe steal…again. These Israeli firms may have even more nefarious motives: as we know from the NSA revelations of Edward Snowden, any large-scale information gathering operation can be exploited for purposes of intelligence and gathering information on political foes. But even more importantly for Mugabe’s interests, it can ensure and prolong his grip on power. To this effect, companies like Nikuv, which play such a critical consulting role in that country, are hand-maidens of tyranny. It’s ironic that Ben Gurion used to boast about Israel’s role in helping African colonies to become independent, develop their resources, improve education and health care. It was all nation-building and anti-colonialism in those days. But what do Israel’s intelligence interests do these days? They prop up some of the worst exemplars of human decadence and suffering in that part of the world.Sam Sole, at South Africa’s Globe and Mail, wrote this about the company’s role in Zimbabwe’s political system (I spoke with him and offered my research information in the preparation of this report):
Eddie Cross, a Zimbabwean opposition Movement for Democratic Change (MDC) MP who has proved to be well-informed on security matters in the past, told the Mail & Guardian that he had been informed by security sources that the company, Nikuv International Projects, is working on the roll at Defence House, the headquarters of the Zimbabwe Defence Force. The MDC also alleged that Nikuv was a front for the Israeli intelligence agency Mossad, although it offered no evidence to support the claim.It is unclear what Nikuv’s involvement in this coming election is but it specialises in population registration and election systems.Cross said the source told him that the company is working under the direction of Daniel Tonde Nhepera, the deputy head of the Zimbabwe’s dreaded internal security arm, the Central Intelligence Organisation (CIO).…Top executives of a Nikuv associate company, ISC International Security Consultancy, have an Israeli intelligence background  and Nikuv has been linked to other cases of collaboration with the Zimbabwean security services…It also appears that individuals linked to Nikuv played a role in helping the Zimbabwe Republic Police (ZRP) obtain riot control equipment and motorbikes, which would have been difficult for the ZRP to access at the time, given international sanctions.On August 2 2001, Zimbabwe’s Financial Gazette reported that, before the 2002 presidential elections, which the government feared that Mugabe would lose, the ZRP [ruling party] contacted Eli Antebi, who represented a company called Beit Alpha, about the purchase of the vehicles and water cannons.
We don’t even have to rely on Eddie Cross, because my confidential Israeli source has confirmed that Nikuv is closely tied to Israel’s security interests.  Not just that its personnel were former Mossad agents, but that the company continues to pursue the interests of the Mossad in its ventures and consulting work.Nikuv has been accused of election rigging and improper contract bidding in several other African countries where it plies its trade:
In Zambia, where Nikuv was brought in to manage and computerise voter registration, the United National Independence Party (Unip) accused the ruling Movement for Multiparty Democracy (MMD) of trying to rig the 1996 election with the company’s help. Unip eventually boycotted the poll.The Zambian opposition also accused Nikuv of landing the contract without proper tender procedures. The process was allegedly managed by the office of Vice-President Godfrey Miyanda rather than the electoral commission.The Zambian High Court found that the registration process was flawed…Nikuv’s offices in Lesotho were raided in March, apparently in connection with an identity document contract awarded last year in controversial circumstances…The raid took place “because the ministry found a letter to the ministry from Nikuv saying that the project [which also includes a contract for e-passports] would cost $25-million, but the ministry presented a different figure of $29-million to the Cabinet.” The discrepancy sparked suspicion of corruption and prompted the raid, he said.
Yossi Melman writes in the Jerusalem Post Hebrew edition about the upcoming Zimbabwe elections and Nikuv’s tainted role.  He also offers some added connections between the firm and Israel’s intelligence services.  For example, he tells us the founder of the company, Emmanuel Entebi, is a veteran of the IDF’s cyberwarfare command, Unit 8200.While Melman acknowledges African opposition claims that Nikuv is a Mossad front company.  He parries those claims by noting that the Mossad would have little interest in a place like Zimbabwe.  This may be Melman’s way of denying such a connection, but clearly any country’s intelligence services would be interested in a country with the mineral wealth and natural resources of Zimbabwe.  Not to mention that the Mossad is always looking for safe harbors overseas from which it can launch operations in hostile countries or environments.  It could find a great deal of use for a place like Zimbabwe as a home base for its agents.Melman also flat-out rejects the contention that Nikuv offers any security assistance to Mugabe.  Support for his claim: that the Defense Ministry has forbidden Israeli companies from doing so.  Again, this begs the question, because Mossad activities are always covert and not bound by the strictures placed on any Israeli company by any Israeli ministry.Returning to the Globe and Mail investigative piece, it presents further evidence of the tight connection between Nikuv personnel and the Mossad:
…All ISC’s [a company affiliated with Nikuv] founders and senior associates appear to have once served at the highest levels of the Israeli intelligence services.
The president and founder of ISC is Dani Issacharoff. A former colleague, who asked not to be named, said: “Dani was with Mossad – he was very, very senior.”
He is also described as a former head of security for Israel’s airline El Al and the founder and president of what appears to be ISC’s forerunner, a company called International Consultants for Targeted Security.
It should be noted that El Al’s foreign security is maintained by Israeli security agents (though from Shabak, not Mossad).  So Issacharoff’s former career would be a perfect fit for him.  I wonder what relation Issacharoff is to former Haaretz Arab affairs reporter, Avi Issacharoff, whose reporting I’ve been known to criticize for its over-familiarity with Israeli intelligence interests.

One bullet hit into the head of suicide bomber and killed him on the spot and suicide jacked did not explode, added the police.Mehmood said a suicide jacket and a hand grenade were recovered from his possession.“A major terrorist attack was averted,” he claimed.DIG Operations Fayyaz Sumbal, said the bomber, who had strapped explosives around his body, could not explode himself because of timely action by the Shia Hazara Volunteers Gaurding the Town .He confirmed that the suicide jacket recovered from the attacker had been safely defused. The body of the bomber was shifted to Combined Military Hospital for postmortem, he said.Another police official, DIG Operations Fayyaz Sumbal, confirmed that a suicide jacket was recovered from the attacker had been safely defused.He said the body of the bomber was shifted to Combined Military Hospital for postmortem.The bomb disposal squad rushed to the side, after receiving information, and defused the suicide jacket. One hand grenade was also recovered from custody of killed bomber.The police have told that ten kilograms of high level explosives material and ball bearings were fixed in the suicide jacket and these would have caused a massive devastation, if exploded.A large number police and paramilitary Frontier Corps (FC) personnel reached the spot and started investigation into the incident.Quetta has once again witnessed a recent surge in incidents of violence, with Takfiri terrorist of  Taliban and their allied groups of Lashkar e Jhangvi have once again accelerated their attack on the Shia Hazara community in several bombings and gun-attacks.On Monday, two youths belonging to the minority community were gunned down in an apparent targeted killing on Shahrah-i-Iqbal.On July 15, four men belonging to the community were killed when gunmen sprayed bullets on their vehicle on Masjid road area.On June 30, a deadly suicide bombing at an Imambargah killed 30 members of the minority community. Personally, I don’t agree with Vikernes’ views on Jews in general. The evildoers exist among all religions (Judaism, Christianity, Islam, Hinduism, Buddhism, Sikhism, Atheism and secularists). Israeli soldiers have depraved “fun” making “Rachel Corrie pancakes”
 Israeli soldiers had a “fun” time making what they called “Rachel Corrie pancakes.”
Photos of the event were posted on the Facebook page of the “Heritage House,” a settlement in occupied East Jerusalem that houses so-called “lone soldiers,” men recruited from overseas to join the Israeli occupation forces.Above the photos of young men, some in Israeli army fatigues or apparently carrying guns, is the caption “Afternoon of ‘rachel corrie’ Pancakes and fun!”Rachel Corrie is the young American woman murdered by an Israeli soldier who crushed her to death with a bulldozer as she tried to prevent the demolition of a Palestinian family home in the occupied Gaza Strip on 16 March 2003.The depraved joke that these men were presumably making is a play on the English idiom “flat as a pancake.” Their celebration and joking about Rachel Corrie’s death is utterly vile and reflects the culture of dehumanization inculcated into Israeli soldiers.Ben Packer, the director and rabbi of “Heritage House,” hit back at some negative comments about the images, posting this response:
In honor of the all the hate messages from the anti-Israel/Jewish crowd, one of our supporters has pledged $5 towards Israeli settlements (maybe for additional bulldozers) for each additional comment. keep’em coming anti-semites! We love our Israeli soldiers and will not back down in the face of those who attempt to endanger them!
 Packer added, “Anti-Israel activists are all in a tizzy about these pictures! makes them even funnier!!!”The page also appeals for donations “to support our guests and ‘lone soldiers.’” Residents of the “Heritage House” settlement also take part in colonization activities in other parts of the occupied West Bank, including Hebron Alex Winston is the “den mother” of The Heritage House men’s dormitory. Alex Winston is a member of the Israeli army’s Givati Brigade.
